Local Plan Review
Work on a new Local Plan for Luton has started. A public consultation recently took place on a Luton Local Plan community involvement paper - issues and options, and other documents, which closed on 7 February 2025.
Public exhibitions took place in Luton on these dates:
- 17 December 2024,10am to 6pm, Luton Point shopping centre near the exit to Bute Street / train station
- 8 January 2025, 10am to 6pm Luton Point shopping centre near the exit to Bute Street / train station
- 23 January 2025, 10am to 5pm Luton council offices at the Town Hall

Statement of Community Involvement (SCI)
We also consulted on our draft SCI which sets out how we'll engage and consult with our residents, communities and interest groups for plan making (such as the new Local Plan) and decision making (such as planning applications).

Luton Council ‘Call for Sites’
We are regularly updating evidence on land supply to support the new Local Plan, inviting landowners with any land and property to submit sites that are available for development or redevelopment for a range of uses e.g. housing, employment and other uses.
We undertook a recent Call for Sites from December 2024 to February 2025. However, we want to provide a further six week opportunity for any available land and property to be identified commencing Thursday 1 May 2025 and closing on Thursday 12 June 2025 at 5pm.
Please respond by the consultation deadline if you want your site/property to be assessed for its suitability, as it may be considered for potential inclusion in the new Local Plan over the next few months.
If you recently submitted a site or updated site information in the first ‘Call for sites’ described above, you do not need to respond - unless the site status or details has changed significantly.

Local Development Scheme
Our Executive approved a timetable (Local Development Scheme) for producing the Local Plan on 22 July 2024.
