Luton Council ‘Call for Sites’
New Local Plan for Luton
We are preparing a new Local Plan and are issuing a further ‘call for sites’ for six weeks starting on Thursday 1 May 2025 and closing on Thursday 12 June 2025 at 5pm.
We invite landowners, developers and agents to promote available land and property which can be used for the future development needs of the town. If you recently submitted a site or updated site information in the first ‘Call for sites’ which took place from December 2024 to February 2025, you do not need to respond to this further invite - unless the site status or details has changed significantly.
In particular, we are interested in land and property opportunities that could help to meet needs for the following uses:
- housing
- affordable housing
- custom and self-build housing
- gypsy and traveller and traveller showpeople (G&T) pitches and plots
- employment including commercial, service, industrial land
- brownfield land (to be included on the brownfield land register (BLR)
- tourism, culture and leisure
- biodiversity net gain (BNG)
- nature recovery (local nature recovery strategy)
- renewable energy: solar, wind, biomass, combined heat and other innovative solutions such as geothermal, pumped water and gravity storage
- green and blue infrastructure such as greenspace and water bodies
The pro forma can be accessed using the online portal (link below) and used for new sites and/or to update existing sites you may have already submitted for inclusion in our land supply or previously captured in the strategic housing land availability assessment (SHLAA).
The accompanying guidance notes should be reviewed prior to completing the pro forma. If you have clear evidence to demonstrate that your site is ‘Deliverable’ (See definition in NPPF November 2024 Annex 2 and Planning Practice Guidance Paragraph: 007 Reference ID: 68-007-20190722 for demonstrable evidence) it may be included within the council’s five year housing land supply.
