27/11/2025 - Have your say on the future of transport in Luton
Luton Council has launched a 12-week public consultation on its new draft Local Transport Plan and is inviting residents to share their views.
Covering the period from 2026 to 2040, the proposed plan sets out refreshed transport policies and priorities designed to support a healthier, fairer and more sustainable future for Luton.
Paper copies are available at the Town Hall and local libraries. Large‑print versions are available on request.
Transport affects daily life in Luton, so to shape this plan, we carried out wide engagement with stakeholders and the public, as summarised in the public survey and stakeholder engagement report.
The plan aligns with recent and emerging government policies and is underpinned by the evidence outlined in the need for intervention report, which identifies the key transport challenges and opportunities facing Luton.
Councillor Javed Hussain, Deputy Leader and Portfolio Holder for Sustainable Transport and Highways for Luton Council, said: “This plan strengthens our 2040 Vision by delivering cleaner, more reliable and inclusive transport. It brings together existing strategies, supports an inclusive economy, tackles the climate emergency, improves health, and is shaped through extensive local consultation to ensure resilient, user-focused investment for Luton residents and businesses.”
Early feedback, evidence, and national policy all highlight the importance of placing people at the heart of Luton’s transport future. The draft plan proposes to:
• put people’s health and wellbeing first by focusing on walking, wheeling and cycling, so active travel is the natural choice for short trips
• uphold Luton’s values and advance equality and equity by improving access and making public transport more affordable and easier to use
• strengthen strategic connections to support inclusive economic growth and link residents to jobs, education and services across the region and beyond
• focus on decarbonisation and climate action by reducing the environmental impact of travel and transport, to improve Luton’s air, streets and natural environment
An extended consultation is open for 12 weeks from 27 November 2025 to 19 February 2026.
Residents can read the draft Local Transport Plan and complete the online survey to submit their feedback.
