Local transport plan (LTP) 5
Our emerging LTP5 for Luton aims to make getting around easier, healthier and better for the environment.
We want to:
- reduce carbon emissions
 - create a healthier Luton by encouraging more:
 - walking
 - cycling
 - use of buses and trains
 
This plan supports our bigger goals for Luton 2040 which includes:
- reducing poverty
 - including everyone
 - tackling climate change
 
We'll outline specific policies, interventions and infrastructure to improve travel in Luton and nearby areas, making our town a better place to live for everyone.
Update on our new LTP5
We have prepared a draft Local Transport Plan 5 (LTP5) for 2026–2040, which sets out the long-term vision, strategy, and policies for improving transport for everyone. The plan places decarbonisation, health, and wellbeing at the heart of transport policy over the next 14 years.

This LTP5 draft is supported by several additional documents including:
- Need for intervention report - identifying the key challenges and opportunities for transport, travel and mobility in Luton.
 - Public survey and stakeholder engagement report - summarising the engagement process undertaken with members of the public through online survey and conversations with stakeholders.
 - Integrated impact assessment - carried out alongside LTP5 to assess the potential environmental, health and social impacts of proposed schemes and polices
 
We're now developing the draft LTP ahead of a public consultation, planned for October to December 2025.
