20/11/2025 - Council’s ‘War on Waste’ targets fly tipping at Calverton Road glass recycling centre

Following ongoing reports of fly tipping at the Calverton Road glass recycling centre, and as part of the council’s intensified ‘War on Waste’, officers from the council’s Investigations Team deployed CCTV at the location.

Despite these measures to gather clear evidence of offenders, including several ‘No Fly Tipping’ signs warning that CCTV was in use, more than 40 separate incidents of fly tipping were recorded over a four-week period, along with a suspected arson attack on the centre.

In one case, officers found that the waste included asbestos and other suspected trade materials, and in another, CCTV captured the same person dumping rubbish on three separate occasions.

Eleven people have now been issued with a £1,000 fixed penalty notice for dumping their waste, and a further 10 cases remain under investigation. Anyone convicted of fly tipping can face an unlimited fine, with businesses facing potential penalties of up to five years in prison.

The council is continuing to seek the identities of other individuals they would like to speak to in connection with incidents. Photos of these individuals are on the council’s website.

Luton councillor Ghulam Abbas, portfolio holder for Strategic Housing and Neighbourhood Services, said: “Fly tipping is not just an eyesore, it is a serious threat to our environment and public health. Every year it costs the council tens of thousands of pounds every year to clear illegally dumped waste, which attracts vermin and other animals which spread waste and disease.

“As well as fly tippers, our CCTV also caught foxes ripping open bags and spreading waste in their search for food. This action by our Investigations Team sends a clear message that the council will pursue residents and businesses who dump their waste illegally. Officers will continue to use CCTV to target this and other fly tipping hot spots, and anyone caught will face a minimum £1,000 penalty notice.”

The council provides a range of waste services, including tidy tips for residents, commercial waste contracts, and removal of bulky items, meaning there is no excuse for disposing of waste illegally.
