• 23,000 new jobs across high-value sectors
• 150,000 sqm of new employment space
• 425 new homes each year, including affordable housing
• 2,000 additional green jobs
• 7,500 upskilled young residents
Key drivers of growth
• London Luton Airport expansion, creating 11,000 new jobs and a £1.5bn boost to the economy
• £5bn investment pipeline, including the £1.7bn town centre regeneration and Power Court football stadium
• Prime location, 22 minutes from London and global reach via London Luton Airport
• One of the UK’s youngest and most diverse workforces, offering significant long-term economic potential
Developed collaboratively with residents, businesses, and partners, the strategy supports the Luton 2040 vision of a fair, sustainable town where no one lives in poverty. It focuses on three key missions:
• A more productive economy
• A more inclusive economy
• A more resilient economy
Together, these missions are vital to creating opportunities for residents and ensuring Luton thrives as a place where businesses flourish and communities prosper.
Councillor Hazel Simmons MBE, Leader of Luton Council, said: “Luton is entering an exciting new chapter, with major investments already taking place and the foundations in place for long-term growth. What sets our town apart is the scale of the opportunity such as expansion of our airport and the resilience and ambition of our people — our young workforce, our entrepreneurs, and our partners who share a commitment to Luton’s future. This strategy builds on those strengths to create meaningful opportunities for our residents and businesses. By continuing to work together, we can deliver a stronger, more confident future for Luton.”
Councillor James Taylor, Portfolio Holder for Regeneration and Inclusive Growth at Luton Council, said: “This strategy is about more than just growth; it’s about shaping the kind of town we want Luton to be. What’s exciting is that many of the projects that will transform our economy are already in motion, and this plan brings them together with a clear vision for the future. By targeting high-value sectors, investing in skills and ensuring growth is genuinely inclusive, we are turning opportunities into real, lasting benefits for our communities.”
Yvonne Moynihan, Managing Director of Wizz Air UK, said: “Wizz Air is proud to be part of the fabric of Luton - our home and heart of our UK operation. As the largest operator at London Luton airport, we have grown alongside this town, and we remain deeply committed to its future. Aviation is an engine of economies, connecting people, creating jobs, and opening doors to opportunity. We fully support Luton's hold strategy for growth, which lays the foundations for a future full of promise for residents, businesses, and the wider region. Together we will shape Luton as a strategic gateway.”
