17/11/2025 - Major regeneration scheme in Luton town centre to begin in new year

Work to develop a key site in Luton town centre will finally get under way in January after being given the go-ahead by the Building Safety Regulator (BSR).

Construction will officially start in the new year on The Stage, a £136 million development on the former Bute Street Shoppers car park.

The vibrant new mixed-use destination will deliver 292 apartments, including 84 affordable rental units, alongside commercial space, a 600-capacity performance venue, plus food and drink area, and a new public garden square. 

It had been hoped that construction would begin by August, but continued delays by the BSR in determining the application meant it has only now been approved.

The Stage is a major project within the Luton Town Centre Masterplan, designed to revitalise the area, and is partly funded with £20 million from the Local Regeneration Fund (previously the Government’s Levelling Up Fund).

Sustainability is at the heart of the design. Buildings will be energy-efficient with high insulation standards, the venue will feature photovoltaic panels for solar energy generation, and the landscaping will integrate sustainable urban drainage systems and high-quality green spaces.

Councillor James Taylor, portfolio holder for Regeneration and Inclusive Growth at Luton Council, said: “We’re at an exciting point in regenerating the town centre. Groundwork for The Stage has been taking place, and after a national delay in regulatory approval, we’ve now received the green light to move forward. This project will help transform the area into a vibrant space we can all be proud of.

“This is a crucial element of the Town Centre Masterplan and supports our mission to eradicate poverty in Luton. Improving this gateway to the town will help create a more positive first impression, making it more welcoming for visitors, workers, and families, with enhanced public spaces, air quality, and connectivity.

“It’s an important location, ideally placed near the rail station, bus interchange, and taxi rank – making it one of the most accessible areas to live, work and visit in Luton.”

Willmott Dixon was procured through the Southern Construction Framework and appointed by Luton Council in October 2022 to design and deliver the project.

Stewart Brundell, Chief Operating Officer at Willmott Dixon’s construction business, said: “It is fantastic to begin construction on The Stage. A great deal of hard work and collaboration has gone into bringing the project to this point, and we are very much looking forward to seeing the visual progress as we begin regenerating and transforming this site in the heart of Luton.”

The project team also includes WSP and its strategic partner, RLB, as Employer’s Agent and Project Manager, and Artelia UK as Quantity Surveyor, who are responsible for leading the successful delivery of this landmark development.
