26/09/2025 - Have your say on Bury Park traffic and safety proposals

Luton residents, businesses and visitors are being invited to have their say on a series of proposals aimed at reducing congestion, improving safety and better managing traffic in and around Bury Park.

Luton Council has launched a public consultation on a range of proposed new measures designed to tackle long-standing issues affecting the area’s roads, especially during peak times. The proposals form part of wider efforts to make it easier, safer and more pleasant to move around this busy part of the town. 

What’s being proposed? 

The proposals include a number of trial and permanent changes across Bury Park and surrounding roads: 

Trialling a red route scheme along key routes including Leagrave Road, Dunstable Road and Bury Park Road to help reduce congestion and illegal stopping. Red routes prevent vehicles from stopping or parking on main roads, keeping traffic flowing. 

Introducing a one-way system on Kenilworth Road, from Dunstable Road to Avondale Road, to help ease congestion and reduce disruption in nearby residential streets. 

New footway parking restrictions near the intersection of Leagrave Road to stop vehicles parking on pavements and ensure walkways remain clear and safe. 

Improving pedestrian safety by removing parked cars near crossings and key junctions, and enhancing visibility for all road users. 

Clearer signage to help direct visitors to available parking areas and inform drivers of new restrictions. 

No existing formal parking or loading areas would be lost under any of the proposals.  

The council fully understands the need to support local people and businesses and mitigate the impacts of the proposals. So, if a decision is made to introduce the red routes trial and other measures following the consultation, the council would also add: 

six new loading bays 
extensions to two existing loading areas 
additional disabled parking bays 

Automatic number plate recognition (ANPR) cameras would be used to help enforce new restrictions and ensure compliance, especially along red route areas if the trial goes ahead. 

Why changes are needed 

Bury Park is one of the busiest and most vibrant parts of Luton. With a high number of homes, shops, businesses and places of worship, it experiences constant pressure on its road network which is now unsustainable and why there is a need to make changes. These proposed measures are designed to reduce congestion, improve traffic flow, and enhance safety for all road users including pedestrians, cyclists and drivers. 

The proposed one-way system on Kenilworth Road responds to long-standing concerns from local residents about cut-through traffic, especially during busy periods.

The consultation is open until Sunday 2 November 2025, and the council is encouraging as many people as possible to share their views. 

Residents can take part by visiting the Bury Park Commonplace website or scanning the QR code on posters around the area.

Councillor Javed Hussain, Portfolio Holder for Highways and Sustainable Transport, said: “Traffic management issues have affected this area for a long time and we need to look at new ways such as a trial red route to reduce congestion and improve safety. 

“I would like to stress that what we are suggesting are currently just proposals. No decision has yet been made about what measures may be taken forward. 

“This consultation is an opportunity for members of the community to have their say and shape the future of traffic management in Bury Park.
