15/12/2025 - Connect to work programme helping to get Luton working

Luton Council has officially launched ‘Connect to Work’, a new five-year programme designed to help residents overcome barriers to employment and start meaningful careers while supporting their wellbeing.

Connect to Work is a free, government-funded initiative offering personalised one to one support for people with disabilities, long term health conditions, or other challenges that make finding work harder. Luton has received £4.4 million in grant funding to deliver this initiative, aiming to support 1252 residents over five years. The programme will feature:

• dedicated employment specialists who will work with individuals for up to 12 months delivering comprehensive tailored support including setting goals, build confidence and create a plan taking into account individual’s health needs

• training opportunities such as free workshops, skills development and courses matched to local employer needs 

• expert help with CVs, interview preparation, applications, plus direct access to real job vacancies in Luton and ongoing in-work support

• signposting to practical health and wellbeing support

Residents eligible for the programme include those who have been unemployed for over six months, have a disability or long-term health or mental health condition or are from a disadvantaged group such as being a veteran, ex-offender, care leaver and drug/alcohol dependent. Residents can self-refer or be referred to the programme by healthcare professionals, councils or community organisations. 

The Connect to Work programme will also have positive benefits for our local employers where they can tap into a wider and diverse pool of candidates and help them get the best from the participants they employ. 

The programme was unveiled earlier this week at the Economic Growth and Skills Summit, held at the Signature Aviation’s hangar. During the event Councillor Javeria Hussain, Portfolio Holder for Education, Employability and Skills chaired a ‘skills’ panel that explored how upskilling residents and tackling unemployment challenges can help unlock new job opportunities for Luton’s residents.

Councillor Javeria Hussain, said: “With Luton's unemployment rate higher than the national average at 7.1% and many residents facing extra barriers due to health, disability, or personal circumstances, Luton’s Connect to Work programme will be a game changer, helping to kick start their career and significantly changing our residents’ lives. 

“Our residents will get the help they need to identify their unique skills and receive dedicated support to match this with the career they want, which will help to raise aspirations, confidence and independence. They will continue to be supported to help them settle in their role and receive the necessary training and support to help them succeed. Connect to work will help get Luton working!”

Shaun Sadler, Service Leader South Midlands, Department of Work and Pensions, who was a member of the skills panel said: “Work can transform lives, improving health and providing a real sense of purpose. That’s why I’m delighted that people in Luton now have access to additional support through Connect to Work. 

“This initiative is designed to help individuals with health conditions or disabilities find employment, opening up opportunities for local people and helping employers fill vital vacancies. Delivered in partnership with local organisations and supported by employers, Connect to Work will empower citizens to achieve their full potential and contribute to thriving communities.”

Luton’s Connect to Work programme is delivered in partnership with local authorities and expert providers across the South Midlands.
