There was an increase in people moving into and out of Luton since 2016. 

There have been high levels of international and internal immigration (from other areas of England) and high levels of internal emigration (from Luton to other areas of England) immigration. 

Luton ranks relatively high for population turnover, higher than most of its nearest statistical neighbours, and higher than the median for UK local government areas. Between 50% and 75% of the current population had not been living in Luton or had not been born at the time of the 2001 census.
