Planning obligations supplementary planning document

We've produced a supplementary planning document (SPD) on how planning obligations will be applied in the determination of planning applications.

These agreements are used to secure benefits associated with the implementation of planning permissions such as:
  • off-site road improvements
  • financial contributions to library and education provision
  • the provision of affordable housing
Please note the provision of affordable housing is set out in the affordable housing supplementary planning document, March 2020. It supersedes references to affordable housing in the planning obligations SPD, September 2007.

The planning obligations SPD sets out how we consider planning obligations will operate in practice. It will ensure decisions are made in line with the objectives of sustainable development.
 
It aims to make our requirements clear to developers and other readers at the outset, in order to speed up the application and negotiation processes.
 
The planning obligations SPD was adopted by the Luton and South Bedfordshire Joint Committee on 21 September 2007.
 
The documents are available to download below, along with a draft S106 unilateral undertaking and guidance notes.
