Scrap Metal Dealers Act 2013


Every scrap metal dealer requires a licence under the Scrap Metal Dealers Act 2013.
A person carries on a business as a scrap metal dealer if the business:
  • consists wholly or partly in buying or selling scrap metal, whether or not the metal is sold in the form in which it was bought
  • carries on a business as a motor salvage operator
There are two types of licence. You can only hold one type of licence per authority at any one time, either  a site or a collectors licence from the same authority.

Site licence

A licence is required by all sites that store scrap metal. A site manager must be named for each site. The licence allows the transportation of scrap metal to and from the site from any local authority area.

Collector’s licence

This licence allows the licensee to operate as a collector in the area of the issuing local authority. This licence does not allow the collector to operate outside of the authority - a separate licence must be obtained from each authority they wish to operate in.

Motor salvage operators

If you dismantle old or damaged vehicles for salvageable parts, repair previously written-off vehicles for resale, or trade vehicles for either of these purposes, at premises within the Borough of Luton you must be authorised as a scrap metal dealer.
