Local Cycling and Walking Infrastructure Plan (LCWIP)

Our aim is for Luton to be a healthy, fair and sustainable town, which is carbon-neutral by 2040. To help realise this, we want half of all of journeys in our town to be cycled or walked by 2033.

In response, we've developed a local cycling and walking infrastructure plan. The plan has been developed using feedback provided as part of:

  • a cycling and walking public survey
  • audits of the active travel network
  • analytical tools
  • expert advice
  • stakeholder engagement

The plan sets out a priority list of cycling and walking routes that will be integrated into the council’s wider plans, policy and decision making. Key to the success of the LCWIP is securing the external funding needed to deliver the improvements. Funding opportunities that are anticipated to deliver this plan include integrated transport and maintenance funding, government grants and developer funding.
