We have a number of strategies and policies in different areas that act as a reference point for what we want to achieve for the town.

Network management and congestion strategy

The network management and congestion strategy is the basis for operation and development of the highway network to comply with the network management duty.

The overall aim is to:

  • achieve an easy to use, consistent and functional road network which links well with its neighbours
  • facilitate the efficient and safe movement of people and goods to enhance the economy and improve quality of life whilst protecting the environment.

Parking strategy

We recognise that providing car parking is necessary, but it takes up space which could otherwise be used for pedestrians, buildings - or even for driving.

We aim to provide for car parking while at the same time giving people the widest possible choice of alternative forms of transport. The Luton parking strategy has 26 policies or actions to achieve this and also to ensure effective enforcement of parking regulations and provision of parking spaces for cycles and motorcycles.

Road Safety Plan

The road safety plan 2011 -2015 sets out how we presently tackle the issue of road safety in Luton and more importantly, what we intend to do to reduce accidents and casualties in the town.

In 2011 Luton’s third local transport plan was published which sets out the strategic direction for Transport related issues in Luton. 

The road safety plan has been developed to set out how road safety will be delivered in Luton until 2015.

Everyone who lives, works or travels in Luton has a part to play. 95% of road traffic accidents involve some element of human error.

Good progress has been made in reducing casualties from the 1994/98 average; however, this reduction has slowed in recent years.

Sustainable travel plan

The sustainable travel plan 2011 - 2015 sets out how we encourage people to use sustainable methods of travel in Luton.

In 2011 Luton’s third local transport plan was published which sets out the strategic direction for Transport related issues in Luton. 

The sustainable travel plan has been developed to set out how sustainable travel will be promoted in Luton until 2015.  It replaces the cycle strategy 2006, walking strategy 2003 and bus strategy 2003.
