Property Licensing

You will need a licence if you own or manage a property anywhere in Luton and it is occupied by five or more persons, forming two or more households who share common amenities like a bathroom or kitchen etc.

Additional and selective licensing

Due to

  • the high proportion of properties in the private rented sector,
  • increasing levels of Private Sector Housing enforcement activity,
  • the area experiencing an influx of migration, and
  • the area suffering from a high level of deprivation

Executive at its meeting of 8 November resolved to

  • introduce a Selective Licensing Scheme from 1 April 2022 which will require all privately rented accommodation within South ward to have a property licence.
  • introduce a borough wide Additional Licensing Scheme from 1 April 2022 which will require all HMOs to have a property licence.
