Our vision for Luton 2040 is of a town built on fairness, where our residents can reach their full potential and our strong and diverse community can support all our people to enjoy a good quality of life. Luton will be a vibrant, resilient and sustainable town where we work together to ensure no-one has to live in poverty.
Luton 2040 is a town-wide vision built around a shared ambition that by 2040, no-one in Luton will have to live in poverty.
Following the success of the Luton Investment Framework (LIF) in attracting investment into the town we recognised the need to ensure that everyone in Luton could benefit from economic growth. The work of the Luton Inclusive Growth Commission highlighted the impact of poverty on the life chances of our residents with many families living below a decent standard of living.
The impact of poverty and the need to address this has only become more apparent following the COVID-19 pandemic.
We have now set out an initial vision to lay the foundations for Luton 2040 and will work with residents and partners across Luton and the wider region to realise our shared ambition that no-one will have to live in poverty by 2040. This vision will include our priorities to develop a more inclusive economy and reduce health inequalities, as well to ensure that Luton is a sustainable, fair and child-friendly town that enables all our residents to reach their full potential.
The vision has been developed from:
- the findings of the Inclusive Growth Commission report
- consultations that have taken place with stakeholders and residents across Luton since September 2019
- the impact of COVID-19
The vision be delivered through the Inclusive Economy strategy and Population Wellbeing strategy both of which will be underpinned by three underlying commitments. These commitments will ensure that Luton is a fair and sustainable town where our young people can reach their full potential, helping us to achieve our ambition of no-one in poverty by 2040.

We are consulting with residents, private sector businesses, public, voluntary and community organisations, schools and young people for views on the vision and how everyone can be involved in realising the ambition, the final vision will be launched in autumn 2020.
