Neighbourhood Enforcement Team - BID Town Centre
Two dedicated Neighbourhood Enforcement Officers have been deployed specifically to deal with a range of issues with Luton Town centre. The remit of the officers is as follows:
- target low level anti-social behaviour
- enforcement of the Public Spaces Protection Order
- enforce environmental breaches
- support local businesses
- engage with Bedfordshire Police
- engage with outreach services
These officers are part funded by Luton's Business Improvement District (BID)
Waste compliance
The inappropriate disposal of waste not only generates high costs for removal and investigation, it creates a significant level of environmental issues for the Borough.
The waste compliance project aims to:
- improve the visual and environmental amenity of the Borough, increasing satisfaction levels of residents and businesses within their local area
- reduce incidents of contamination and bins left out on the public highway, improving recycling rates and accessibility of footpaths
- improve detection rates for flytipping whilst providing an enhanced removal service
Four waste compliance officers will undertake direct project work within key locations across the town focusing on:
- Bins left out on street: undertaking education and engagement to secure compliance and where necessary, taking enforcement. They will assess bin storage capacity and identify households which may need to be on sack collection. They will use a notice procedure to require people to only put waste out on bin collection days
- Side waste: officers will engage and work with residents who continually place out high levels of side waste to help them reduce this
- Contamination: officers will target high areas of contamination to help prevent snatch back of bins and to advise residents about how to not contaminate bins
The EU and central government require local authorities to meet targets for reducing the amount of waste sent to landfill and increase the amount of waste recycled.
