Luton Citizens Fund 2025
The Luton Citizens’ Fund is an area based, participatory budgeting programme, which means that residents are invited to be part of the decision-making process.
The Luton Citizens’ Fund is focusing on four of the five main themes for 2025 which directly reflects the four key focus areas of the Luton 2040 vision:
- a town built on fairness or social justice
- improving health inequalities
- improving the lives of children and young people
- working towards carbon net zero
Luton 2040 is a shared vision that Luton will be a healthy, fair and sustainable town; where everyone can thrive, and no-one has to live in poverty.
At the very heart of this vision is a central mission to work together to ensure that everyone in Luton can share in the benefits of our town’s prosperity and enjoy a good quality of life.
We have invited residents to attend Decision Days to hear directly from organisations on how they propose to use this funding to benefit the local area.
These residents will then decide which groups should be funded.
Following the Luton Citizens’ Fund Decision Day on Saturday 18 January 2025 the following projects successfully secured all of their funding.

Councillor Hazel Simmons , Leader of the council, said:
“Luton’s greatest asset is the people within it who dedicate their spare time, or in some cases their lives, to making it a better place to live. Thanks to the Luton Citizen’s Fund, we are able to provide grants and support to those people and organisations that are making a real difference to their communities."
“It has been amazing to hear about all of the organisations that have been successful in securing funding this year. Each one of the 33 projects will deliver real impact for residents and help us to make important strides towards reaching our shared Luton 2040 vision".
