How to bid for council and housing association homes

On this page you can find out how council and Housing Association homes are allocated, and what you have to do to find your new home.

If you are eligible for a council or Housing Association home you will need to ‘bid’ for vacant properties that will meet your household’s needs. This means that you will have to use our Choice Based Lettings service to register your interest in, or ‘bid’ on, the properties you like from the list of those available at the time.
 
Before you can bid for a council or Housing Association home you must be on our housing register.

Once you have been accepted onto the register you will be issued with a user ID and PIN number, and you will then be able to bid for advertised properties which you are eligible for.

Which type of properties will I be eligible for?

When you apply to go on our housing register, we need to work out what size of property you are eligible for and what priority for rehousing you have.
 
We do this by asking you about who needs to be housed with you, the home you are currently living in, your household, your income and savings, and any special circumstances you have such as medical problems that are affected by where you live. We use this information to work out what type of home you need and your priority, or ‘banding’, for rehousing.
 
You can only bid on the type of properties that you are eligible for.

Will I get the home I bid on?

Putting in a bid does not necessarily mean that you will get the property. We allocate properties by placing bidders in order of their banding priority.
 
In each new bidding cycle (every two weeks) you can bid on up to three properties.

How do I bid for a home?

Empty council properties and most Housing Association properties in Luton are allocated through the Bedfordshire Homefinder Choice Based Lettings (CBL) scheme. You can access this online by clicking the orange button below.

Place a bid for a home

Where are available properties advertised?

Properties will be advertised for six days every two weeks, known as the ‘bidding cycle’. There is a calendar showing the bidding cycle available to download at the bottom of the page.
Applicants can view available properties in a number of ways:
  • online at Bedfordshire Homefinder
  • in council offices, where there will be information lists of available properties
  • by downloading the list of latest available properties from the bottom of this page. (This list will only be viewable when properties are available for bidding. When it is not viewable, please download the bidding cycle calendar to see when the next list will be available)
