Disabled people

If you, or someone who lives with you, is 'substantially and permanently' disabled we may be able to reduce your bill by putting your home in a lower Council Tax band.

Find out if you're eligible and apply

If your property is in the lowest band already we may still be able to reduce your bill.

We can do this if your home has been adapted to meet the needs of a resident disabled person. This could include:

  • a physical disability
  • learning difficulties
  • mental health issues

Your home must also have at least one of these to qualify:

  • a room which is mainly used by a disabled person and is essential, or of major importance, to your welfare
  • an extra bathroom or extra kitchen which is necessary to meet the needs of a disabled person
  • enough floor space to use a wheelchair. You must need to use the wheelchair indoors

You do not have to get a disability benefit to get this reduction, but we’ll ask you about this to help us decide.

The person responsible for paying the bill usually applies for the reduction even if they are not the disabled person. For example, the disabled person may be a child.

How to apply

Complete the online application below and upload with supporting evidence. Please quote your council tax account number on all correspondence you send to us. Your application can not be submitted until evidence has been provided.

Apply for a disabled person reduction

Your application can not be submitted until evidence has been provided. On review of your application we’ll contact you to arrange a house visit to verify the adaptations.

As part of the application you’ll be required to upload a GP certificate or a letter from the disabled person’s doctor, social worker or occupational therapist to confirm that they need these special features of the property because of their disability.

Please ensure the certificate has been stamped by the Doctor or the other qualified professional before returning this to us.

After you've applied for a discount

You must still pay the amount on your Council Tax bill until you hear from us.

If you qualify for the discount, we’ll check every year that you're still entitled to it. Tell us if your circumstances change in the meantime as this may affect your discount. If you don't tell us you may have to pay a penalty.

If you have not done so please send us your GP certificate, the disabled certificate form will need to be filled out by your GP.
