Small casino premises licence

Applications for the Small Casino Licence have now closed.

The closing date for Stage 1 Applications was  Friday 9th November 2012. 
 
History
We were awarded a Small Casino Licence in 2008. In a nutshell, the description of a Small Casino is as follows:
  1. A small casino is a casino in which the combined floor area of those parts of the casino which are used to providing facilities for gambling is at least 500 square metres but less than 1500 square metres. The table gaming area itself must be at least 500 square metres, and may comprise a number of separate areas, although no area under 62.5 square metres may be taken into account
  2. The casino may offer gaming machines of categories B, C or D
  3. The number of machines must be no more than twice the number of gaming tables used in the casino, and must in any case not exceed 80
  4. The casino may also make facilities available for betting, and also betting on the outcome of a virtual game, race, competition or other event or process

We intend to issue one small casino licence within the Authority’s area pursuant to Part 8 and Schedule 9 of the Gambling Act and the Categories of Casino Regulations 2008.

Before granting such a licence, the Authority must conduct a two-stage application process. At stage 1 applicants must apply for a casino premises licence or provisional statement. During this stage, applications will be judged in the same way as for all other premises licences under the Gambling Act 2005. If there is more than one successful applicant, stage 2 of the application process will be activated. The licence (or provisional statement) will then be awarded to the application which would, in the Authority’s opinion, be likely if granted to result in the greatest benefit to the Authority’s area.

We have received four applications which are detailed below.

Saxon Investments UK Ltd (Land at Stirling Place, Kimpton Road:

The four applications are for a small casino within the Luton area. The applications will be judged according to the criteria set down within the Gambling Act 2005 and Members of the Licensing committee will decide which of the applicants progress to Stage 2 of the process. In the meantime, applicants must advertise their applications in a local newspaper and display site notices.
Representations in respect of these applications must be made in writing by Friday 7th December 2012 and sent to [email protected] or sent to the Licensing Manager, Town Hall, Upper George Street, Luton LU1 2BQ marked for the attention of Martin Grout, Casino Project Officer.
Any of the following persons may make representations in writing to the Licensing Authority about the application:
  •  A person who lives sufficiently close to the premises to be likely to be affected by the authorised activities
  • A person who has business interests that might be affected by the authorised activities
  • A person who represents someone in any of the above two categories
The Licensing Objectives are:
  • Preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime
  • Ensuring that gambling is conducted in a fair and open way
  • Protecting children and other vulnerable persons from being harmed or exploited by gambling
It is an offence under section 342 of the Gambling Act 2005 if a person, without reasonable excuse, gives to a Licensing Authority for a purpose connected with that Act information which is false or misleading.

We have no preferred location or applicant. As the granting of a casino licence is a statutory process, we will make no comment on any of the applications it might receive other than as required under this process.
